Discussion on the verification of pressure gauge
As a measuring instrument, pressure gauge is mainly used for safety protection, industrial process control, monitoring and monitoring pressure. The accuracy of the pressure gauge is very important to the operation of equipment and facilities. Therefore, it is necessary to regularly inspect the pressure gauge.
At present, the general practice of enterprises is to inspect all pressure gauges once a year and some enterprises with strong economic strength once a year. Some safety supervision and law enforcement personnel also hold the view that "all pressure gauges must be inspected once a year or half a year", and order the enterprise to rectify the pressure gauges that have not been inspected regularly.
Then, are all pressure gauges subject to mandatory periodic verification? What is the verification period? How to deal with the problem of "pressure gauge not regularly verified"? From the perspective of safety production law enforcement and supervision, this paper discusses the problems related to pressure gauge verification according to laws, regulations, rules and normative documents, so as to find a strong law enforcement basis for safety supervision law enforcement and avoid unnecessary administrative reconsideration and litigation.
1、 Mandatory verification range of pressure gauge
Pressure gauges belong to measuring instruments. The compulsory verification of measuring instruments comes from the law of the people's Republic of China on site measurement promulgated on September 6, 1985. The first paragraph of several articles of the law stipulates that: the planning administrative departments of the people's governments at or above the county level shall carry out compulsory verification of the public standards of measurement, the highest standards of measurement used by departments, enterprises and institutions, and the working measuring instruments listed in the catalogue of compulsory verification for trade settlement, safety protection, medical and health, and environmental monitoring. Those who fail to apply for verification or fail to pass the verification shall not be used. The catalogue and administrative measures for the working measuring instruments subject to compulsory verification shall be formulated by the State Council
The administrative measures of the people's Republic of China on the verification of mandatory working measuring instruments issued by the State Council on January 15, 1987 and the detailed catalogue of mandatory working measuring instruments of the people's Republic of China issued by the State Bureau of Metrology on May 28, 1987 stipulate that the mandatory verification of pressure gauges used for trade settlement, safety protection, medical health and environmental monitoring, including pressure gauges, wind pressure meters and oxygen meters
On August 6, 1991, the State Administration of Technology Supervision issued the relevant provisions on the mandatory verification of the work measuring instruments (Trial), which set clear provisions on the mandatory verification scope of pressure gauges (including pressure gauges, air pressure gauges and oxygen meters)
